Loss of gloss is caused due to poor surface preparation or due to presence of oil or due to over thinning of paint.

Clean surface thoroughly and take all recommended steps for surface preparation.
Cure[]
Add small proportion of cobalt drier or antiskin agents. After flattening the surface, apply a fresh coat of top coat of clear varnish.
